Utilizing Technology in Public Education to Promote Sustainable Development (Beirut Public High Schools Model 2023-2024)

ملخص البحث:
طرح البحث إشكالية العلاقة بين التعليم والتكنولوجيا وتأثيرها على العملية التعليمية بهدف رصد الواقع التربوي في ثانويات لبنان الرسمية، التي تستقطب أعدادًا متزايدة من الطلاب، خاصة بعد النزوح من القطاع الخاص إلى القطاع الرسمي جرّاء الأزمة الاقتصادية التي أثّرت على جميع القطاعات ومنها القطاع التربوي. ولأنّ التكنولوجيا تلعب اليوم دورًا كبيرًا في رسم المشهد التربوي في العالم ككل، كونها أداة التنمية المستدامة القوية، كان لا بد من تسليط الضوء عليها.
وبهدف رصد استخدام التكنولوجيا ودورها في التعليم الرسمي اللبناني، استخدمنا منهج البحث النوعي، القائم على تحليل مضمون المقابلات، التي أردناها أن تكون مفتوحة مع ممثلي كل الثانويات الرسمية الواقعة في مدينة بيروت، والبالغ عددها 18، بالإضافة إلى ثلاثة ممثلين عن وزارة التربية والمركز التربوي.
توصل البحث إلى نتائج عدة أهمها:
أولاً: توفّر الوسائل التكنولوجية في الثانويات الرسمية في مدينة بيروت، ولكن لم يكن العدد كافيًا لتغطية حاجات التّلاميذ والأساتذة، كما أنّ الأجهزة تفتقر إلى الصيانة الدورية، ناهيك عن عدم توفر الإنترنت والكهرباء في بعض الأحيان وكذا البنى التحتية.
ثانياً: أكد البحث على وجود طاقات بشرية مؤهلة لاستخدام التكنولوجيا، ولكن هناك نقص في الدورات التدريبية بالإضافة إلى غياب التحفيز والضمانات.
ثالثاً: توصّل البحث إلى وجود رؤى وخطط للنهوض بالقطاع التربوي اللبناني من قبل مديري الثانويات والمركز التربوي ووزارة التربية، وأهمها إدخال التكنولوجيا الرقمية إلى المناهج الدراس بما يتوافق مع خطة التنمية المستدامة 2030.

Abstract:
This research explores the complex relationship between education and technology and its impact on the educational process, aiming to monitor the educational reality in Lebanese public high schools, which have witnessed an increasing influx of students, especially after the shift from private to public sector due to the economic crisis affecting all national sectors, including education. Given that technology plays a significant role in shaping the global educational landscape as a powerful tool for sustainable development, it was necessary to shed light on its role in the Lebanese context. To monitor the use of technology in public education, we employed a qualitative research approach based on analyzing the content of open-ended interviews conducted with representatives from all 18 public high schools in Beirut, in addition to three representatives from the Ministry of Education and the Educational Center for Research and Development.
The study yielded several findings, the most important of which are:
First, technological resources are available in Beirut’s public high schools; however, their number is insufficient to meet the needs of both students and teachers. Furthermore, the devices lack regular maintenance, not to mention the occasional lack of electricity, internet, and infrastructure.
Second, the research confirmed that human resources capable of using technology are present, yet there is a shortage of training opportunities, coupled with limited motivation and guarantees.
Third, the study concluded that there are visions and plans to advance the Lebanese education sector at the level of school principals, the Educational Center, and the Ministry of Education, notably including integrating digital technology into school curricula in alignment with the 2030 Sustainable Development Plan.
